A RACI identifies who is Responsible, Accountable, Consulted, and Informed. It does not eliminate the need for an actual decision process, but it makes the ownership and communication route visible.
Procurement decisions should document the requirement, selected supplier, scope, acceptance criteria, commercial terms, owner, change process, and performance evidence. Vendor urgency is not proof that a scope change is valid.
